If your pet has urinated on an area rug, the urine will most likely travel to the hard floor or grout beneath. The hard floor will absorb the urine odor and, in this case, the urine odor must be removed before the new/clean rug

Wood flooring that is treated with lacquer
or any other kinds of protection is not immune to urine,
especially when area rugs cover the flooring.
When pet(s) urinate on an area repeatedly, the urine, along with the cleaning product(s) used before, 
cultures bacteria and mold.
This bacteria and mold then start to live
in the warm environment provided 
between the rug and the wood flooring.
The small, microscopic, holes in the protector
allow urine to travel into the wood.
Over time, this bacterial growth will result in a black stain that cannot be removed.
